Do I need to provide form V39A if I already have an invitation letter from Singapore when applying for a business visa?

The V39A form can be requested on a case by case basis for Level 1 applicants. We cannot guarantee the visa will be issued without it. It is a mandatory requirement for Level 2 applicants.
