What does jurisdictional mean?

Most consulates have more than one location. For example, Brazil has consulates located in Los Angeles, San Francisco, Washington D.C. and elsewhere.

When a consulate is jurisdictional, they are referring to the fact that you must submit your documents through the consulate within your jurisdiction. If you live in Los Angeles and need a Brazil visa you must apply through the consulate in your jurisdiction, which would be Los Angeles.

How does the consulate know where I live?
One of the required documents for consulates that are jurisdictional is a copy of your drivers license or utility bill.
